Blackout is an application that displays a frame on your desktop and you can move it around an active window or a general area you want to highlight.
It can also provide you panels with resizable edges that you can use to cover specific areas by dragging them across the desktop.
The frame and the single panes try to stay on top of the screen. Click on the program symbol in the taskbar should they disappear. With a right click (left for lefthanders - pressing long on touchscreens) you get a popup menu when the mouse is over one of the covers.
Here you can switch between the two modes, select the background color, check, if you want hints to be shown, and end the program.
